Consultations
The Charities and Trustee Investment (Scotland) Act 2005 requires OSCR to consult specific bodies or individuals in carrying out certain specified functions. In particular, OSCR must consult 'representatives of the charitable sector and such other persons as it thinks fit', before issuing guidance on how it determines whether a body meets the charity test.
However, a public body is not just accountable through the exercise of formal and legal accountability mechanisms. OSCR also needs to develop a dialogue with stakeholders. We want to be clear about the issues on which we will consult or engage stakeholders, how stakeholders can input to decision making and how we will feed back decisions to stakeholders. The Consultation and Participation Strategy is OSCR’s strategy for consulting and engaging with our stakeholders. It is intended to be an evolving document and is open for comment.
OSCR consultations involve a written paper inviting answers to specific questions or more general views about the material presented. Written papers are distributed to organisations and individuals with an interest in the area of consultation and are also available on OSCR's website.
